If you have scuba gear on board then you need to have crew that are going to be able to use the equipment competently and safely.  There are a number of issues to be considered, first and foremost having clear expectations about what each qualified crew member might be asked to do.

For example if a crew member might be expected to check a fouled Anchor at a depth of 30 metres then they need appropriate training, beyond Open Water certification.  Advanced Open Water, plus the Search and Recovery specialty and a buddy with the same qualifications would be a good start.  Obviously necessary experience and certification level is also going to change according to the weather conditions.  If a crew member is going to be expected to look after a guest whilst diving then they need another level of training and experience i.e Dive Master, with regular diving and experience looking after other divers.  If they might be expected to undertake a search for a lost item overboard again another level of training and experience.
